Public Meeting to discuss the Pennine Bridleway

 

and to get public opinion will be held on

17th November at 8pm in the village hall.

Please note that admission will be from 7:45
as there is another group in the hall before hand.

Peter Lambert – Pennine Bridleway Project Officer YDNPA presented to the meeting the proposal for the Pennine Bridleway National Trail - A65 road crossing and route west to Back Lane.

A Map of the Bridleway (6MB) was distributed & had the approval of the Secretary Of State. There are 15 National Trails completed over the last 6 years. The Pennine Bridleway is the last one for horses. After Consultation with all agencies a safe access for horses across roads was approved in 1996 by the Secretary of State. Over a 25 year period 200 miles route of which 130 miles has already been opened. (97% complete).

There are few gaps, one of which is Long Preston.

David Cairns presented a Map showing the proposed road crossing (1MB) with various locations which had been investigated. West End by the bungalows had problems with visibility, foot way width and signal junctions.

The crossing at the Maypole is now the option being looked into. It is staggered controlled junction with lights. The police and highways consider safer. It is a push button operation by the riders operating on 4 Phases with also cars at the two junctions. Busy sections of the Pennine Bridleway may get 40-50 crossings of which 5-10 are Horses. Approximately 10-15 total crossings on a weekday.

A resident expressed concerns about an already chaotic road.

No agreement from landowners stopped the proposal at the West End crossing.

Peter Lambert presented a Map showing 7 routes that had been considered. (0.4MB) (The Red route had been approved by Sec of State).

If agreement wasn’t obtained a Creation Order could be used. Although this had to comply with Relevant Tests under the Highways Act 1980  (48KB) sections 26 & 29.

County Councillor Richard Welch thought that horses crossing the road and children crossing the road plus cars were a dangerous prospect.

A resident asked how this was all funded – Anne Righton explained that it was a combination of Government money, lottery money & other grants.

Cllr Thwaite proposed a formal public consultation in November. Cllr Newhouse seconded.
